Saul Jose Espinoza was arrested on charges of unsecured of a child under 8 years of age less than 4 feet, driving without or with an expired inspection sticker, disregarding traffic controlled device, 4 counts of driving without a Texas operator's license, 3 counts of failure to maintain financial responsibility (no insurance) and 2 counts of speeding on September 3, 2011, the Harris County Sheriff's Office reported.
